Director, Engineering Support Services

Permanent, full-time position – Toronto, ON

Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

The Engineering Support Services Section plays a vital role within ECS by providing centralized support to the Division’s various business units. As Director of the Section, you’ll lead the way by leveraging your strategic orientation, commitment to diversity and equity, and ability to drive and manage change, and to shape an organization while upholding its organizational values and principles.

Reporting to the Executive Director, you’ll direct, lead and oversee the delivery of Division-wide services, including engineering surveys, land and property surveys; construction inspections; Health & Safety; Infrastructure Coordination; preparation of contracts, tenders and payments; information technology services; and the development of technical standards and specifications related to the design and construction of municipal infrastructure.

An innovative leader with a strategic outlook and a results orientation, you’ll develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs. With this goal in mind, you’ll provide program management staff with the direction, guidance, processes and tools they need to increase efficiencies and improve the effectiveness of services delivered by the Section. Your considerable experience in the continuous improvement of divisional performance through analysis, development and implementation of sound management practices and processes will prove invaluable in your role as Director.

Recognized for your ability to achieve results in both a unionized and a non-unionized environment, you’ll lead and motivate a diverse workforce of specialized professional and technical staff, deftly ensuring effective teamwork, high standards of work quality and organizational performance, resolving complex labour relations issues, and promoting continuous learning and innovation. At the same time, you’ll develop and administer the annual budget and control expenditures for the Section, as well as ensure that excellent customer service is provided to both internal and external customers.

Modelling a commitment to innovation

Creating an environment that supports new practices and welcomes new ideas, you’ll keep abreast of technological advances and trends, and regulatory requirements associated with rehabilitation, reconstruction and upgrading of the City's roads, sidewalks, streetscaping, TTC tracks, utilities, sewers and trunk sewers, watermains and transmission mains, watercourses, stormwater management infrastructure; water, wastewater and solid waste treatment facilities; water and wastewater pumping stations; water reservoirs and elevated tanks; and other major municipal infrastructure.

Relationship building and political acuity

A skilled communicator, orally and in writing, able to interact effectively with all levels of the organization as well as externally, you’ll establish and foster effective partnerships with clients, external consultants, members of Council, the public, unions, and various other stakeholders, to address and resolve their diverse and often-competing demands while balancing corporate interests.

This senior mandate calls for extensive experience in managing and overseeing engineering, land and property surveys, construction inspections, health and safety, infrastructure coordination, preparation of contracts, tenders and payments, information technology services, and the development of technical standards and specifications related to the design and construction of municipal infrastructure. You also bring extensive experience in leading, motivating, directing and managing a diverse workforce in a fast-paced, politically sensitive and customer service-oriented environment.

Your track record of success will encompass an extensive background in developing, designing and implementing service delivery strategies, policies and programs based on evaluation of operational processes, to ensure that design and construction of municipal infrastructure conforms to required standards, specifications, procedures, etc. This is complemented by knowledge of financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.

Familiarity with collective agreements, Federal and Provincial regulations and requirements pertaining to municipal infrastructure design and construction, and other relevant legislation such as the Occupational Health & Safety Act, the Construction Act and employment legislation, including the Employment Standards Act and the Human Rights Act, is essential in this role. A valid Province of Ontario Driver’s Licence and daily access to a reliable vehicle are also required.

Salary Range: $149,331.00 - $175,466.20 per year
