We have an incredible opportunity as Manager, Energy working closely to influence and partner with colleagues, executives, and board members.

Status: Casual, Full-Time, Excluded 

Term: 16 months, approximately September 2020 to January 2022

Reports to: Director, Technical Programs

Location: Vancouver 

 

Principal Accountabilities:

  1. Leads technical programs for energy (electrical, gas, boiler, pressure vessels & refrigeration, and safety management approaches) to implement cross technology safety approaches, practices, and services. This will be achieved through the development, implementation, and evaluation of codes and standards, policies, and procedures.
  2. Work jointly with the senior leadership team in Technical Programs and key department partners to develop vision, strategic business priorities and performance measures.
  3. Collaborate with Technical Safety BC Leaders to maximize the return on investment within the four pillars of the Accident Prevention Model: inspection/assessment, research, enforcement, and education & outreach.
  4. Create and manage the functional implementation strategy and budget in support of the Technical Safety BC strategy and technical programs for the energy three-year roadmap.
  5. Manages reporting employees, involving recruitment and selection; coaching and development; performance management; corrective performance measures and discipline and all related people practices in accordance with policies, practices, and the collective agreement. Interprets and applies the provisions of the collective agreement and represents the Employer in confidential labour relations matters
  6. Develop and manage annual technical programs for energy budget, goals, and key performance indicators.
  7. Partner with Technical Programs Senior Leadership team and key stakeholders to identify safety system priorities and strategies.
  8. Implementation of comprehensive safety risk management frameworks to advance the understanding and management of safety system risks.
  9. Work with stakeholders and advisory committees to continuously advance oversight programs and initiatives as they pertain to public safety.
  10. Review disputed decisions, attend hearings and prepare final decision on appeals to ensure fair outcome for appellant.
  11. Support Director, Technical Programs in leading cross-functional corporate and departmental projects, ensuring alignment of resources and achievement of key deliverables.
  12. Manage sensitive internal employee and external client documents and information.
  13. Assess program effectiveness against Technical Programs metrics to drive continuous improvements.
  14. Develop status reports at regular intervals and proactively lead the resolution of escalated issues within areas of accountability.

Knowledge, Skills & Experience:

  • Requires a degree in engineering supplemented by an MBA with a minimum of 10 years’ experience in systems design, assessment and operation in multiple technologies (electrical, gas, boiler, pressure vessels & refrigeration), or an equivalent combination of education, training and experience.
  • Must be eligible for registration in the Engineering & Geo Sciences.
  • Previous experience running a complex division in a medium to large sized organization with considerable related policy/program management experience.
  • Advanced analytical, problem-solving and decision-making skills to identify, assess and take action to address challenges, manage change, and foster integrated solutions.
  • Ability to analyze and evaluate programs from a systems perspective.
  • Expertise in the use of risk management as a safety tool and ability to make smart risk trade off decisions.
  • Ability to work with an Executive Management Team and Board as a trusted advisor for strategic decisions that manage organizational risks.
  • Experience in developing and implementing business plans, strategic initiatives and policies, and conducting program analysis.
  • Demonstrated ability to determine and negotiate standardized performance goals, reliable performance indicators, and consequences of under and non-performance.
  • Demonstrated leadership experience, including identifying and setting goals and objectives.
  • Demonstrated experience working productively and cooperatively with internal and external stakeholders.
  • Excellent, broad audience communication skills including presentation development and delivery, written and oral communication, and public speaking.
  • Ability to organize and lead employees through engagement in and inspiration to translate the business strategy into executable, tactical plans.
