General Manager, Engineering Services

Reporting to the City Manager and a key member of the City’s Leadership
Team, the General Manager of Engineering Services (GM) leads a large team of
2000 people responsible for a wide variety of services aligned with Vancouver’s
mandate to be one of the world’s most livable cities. Overseeing a broad portfolio
including public works, transportation, utilities, major projects, and much
more, the GM needs to be able to relate to and inspire a diverse workforce, from
front line staff to senior professionals and consultants. The City’s Engineering
Services group is unique in its scope and strives for innovative practice across
the design-build-operate-maintain continuum for Vancouver’s extensive
infrastructure assets. Additionally, it is a leader in environmental sustainability,
taking bold steps to meet big goals such as being a Zero Waste community
by 2040, having the best drinking water of any city in the world, and creating
a resilient city that can adapt to climate change. All of this requires a visionary
person who can continue to push the envelope while supporting teams on the
ground.
In addition, the GM must be able to support complex decision making at the
Council table, work effectively in community to ensure projects and services are
managed smoothly and successfully, and consider the regional and provincial
context in which the City operates. Recognizing Engineering Services provides
fundamental services such as water supply, sewerage, drainage, solid waste,
street access and lighting, and energy, the GM must work with a multitude of
constituents and represents the City as a spokesperson in this regard.
The ideal candidate is an experienced, nimble leader, well-versed in effecting
change to improve operations and service delivery. An engineer by training
with a customer service focus, the GM has experience supporting a broader
mandate by providing timely, responsive, and effective services. Entrepreneurial,
visionary, inclusive and collaborative, the ideal candidate will have a track record
in leading diverse and unionized teams and integrating various functions to
meet common goals and objectives. In addition, the GM has experience
overseeing large capital projects and high profile initiatives, and understands
how to balance competing needs. He or she has outstanding relationship skills,
is comfortable and experienced in the role of public champion, and has the
ability to work with all of the City’s unique customer groups, while remaining
committed to maintaining the integrity of the organization’s policies, systems,
and processes.
