IT Project Manager

12-month temporary, full-time position – Toronto, ON

As the experienced IT Project Manager this key role demands, you will have an outstanding record of project management success, using both professional methodology and strong stakeholder engagement to achieve results as well as manage change.

Working in a delivery-focused, PMBOK-driven environment, leading a talented team of project staff and engaging a wide array of executives, you will provide Project Management services to one or more of the City’s 44 client divisions, by leading complex, enterprise-wide multi-year, multimillion-dollar initiatives. Such projects will focus mainly on Portfolio Project Management for IT projects or major capital infrastructure projects within Engineering Construction Services.

MAJOR RESPONSIBILITIES

Your primary responsibilities as an IT Project Manager will be varied, but you’ll be expected to:

  • Develop, design and implement functional policies and programs for major business transformation and performance improvement based on the City's strategic directions and business long-term needs.
  • Manage, motivate and train the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning and encouraging innovation in others.
  • Supervise the day-to-day operation of all assigned staff, including scheduling, assigning and reviewing work, authorizing and controlling vacation and overtime requests, monitoring and evaluating staff performance, approving salary increments and recommending disciplinary action when necessary.
  • Develop, recommend and administer the annual budget for the unit, and ensure that expenditures are controlled and maintained within approved budget limitations.
  • Lead and manage all stages of the project lifecycle.
  • Lead and manage the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring and reporting progress, managing and mitigating issues and risks, and reviewing, preparing and executing change requests.
  • Develop, manage, and report on detailed project plans of varying levels of complexity that make major business transformations.
  • Lead, facilitate, and contribute to the design, creation, development and sustainment of corporate standards for Information Technology, including formalized project management methodology, change management, application development and migration.
  • Manage all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issues management, change management, resource management, quality review and best practices.
  • Lead, participate in, or oversee the preparation of, or prepare, project budgets and provide financial management such as sole source requests, contract negotiations, leasing agreements, business cases, and feasibility and cost/benefit analysis.
  • Oversee, participate in, or support recruitment, selection, training and supervision of assigned project staff.
  • Lead, participate in, or oversee the preparation of, or prepare and/or supervise the preparation of, various formal contractual documents such as Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), ITAPP, Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLAs).
  • Provide leadership in the evaluation, selection and recommendation of technical solutions and professional services, and manage vendors and contractors in the overall solution delivery process.
  • Identify and develop cross-departmental/divisional initiatives to produce synergies and economies of scale.
  • Negotiate with Executive and senior management, client and various stakeholders, often with competing and conflicting goals, objectives and priorities.
  • Manage and administer consultants/contractors and projects/contracts, implement quality assurance/quality control procedures, authorize payments and recommend additional payments in accordance with the City's financial authority and by-laws or contract terms.
  • Negotiate and document project changes involving scope, timelines, and budget.
  • Review, track, evaluate, and report on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
  • Adhere to the principles of the Project Management Institute (PMI) and PMI's Code of Ethics and Professional Conduct, to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
  • Promote standardization in areas relating to project administration, documentation, progress tracking and technical designs.
  • Assess and recommend scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures. This includes determining requirements, conducting research and evaluations, and obtaining all approvals and signoffs.
  • Inform and educate senior managers, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management.

KEY QUALIFICATIONS

Your application for the role of Project Manager – IT should describe your qualifications as they relate to:

  1. A university degree in Computer Science or a related discipline (or an equivalent combination of education and experience).
  2. Experience with enterprise portfolio project management systems and tools (Microsoft EPPM, Planview, Clarity, Smartsheet, etc.) used in Information Technology and/or Engineering and Construction Services.
  3. Extensive experience in managing all aspects of transformational enterprise-wide IT projects in complex, multi-departmental environments (including project planning, estimating, scheduling, and management of budgets, schedules, scope, resources, risks, issues, status reporting and project communications).
  4. Experience in successfully implementing one or more enterprise solutions for large application delivery, migrating legacy applications, and enabling new systems/platforms.
  5. Project Manager Professional Certification (PMP, Prince2) or equivalent work experience.
  6. Expertise in managing large-scale projects/programs of significant complexity and value, and high risk – from initiation to closing.
  7. Ability to work with multi-disciplinary teams.
  8. Highly developed skills in contract negotiations, document preparation, procurement procedures and Vendor and Contract Management.
  9. Ability to work with, and manage, technical teams in application development and the implementation of large-scale technology solutions.
  10. Experience working in public sector organizations, and knowledge of public government business and budgeting processes will be assets.
  11. Excellent relationship management, conflict resolution and consulting skills paired with a customer service focus.
  12. Expert presentation, written and verbal communication skills, clarity and precision.
  13. Excellent people management skills and ability to coach, train, and provide work direction to other project staff as well as appraise work outcomes and quality.
  14. Familiarity with the Occupational Health and Safety Act and its regulations.

Salary Range: $103,303.20 - $121,375.80 per year
