Salary Information: The salary range is $79,448 to $132,331 per annum (Specialist Professional, Phase 3).  The starting salary will be commensurate with experience.

Primary Purpose: The Facilities Electrical Engineer will support the high voltage (25 kV, 4160 V and 2400 V) electrical distribution utility that University of Saskatchewan (USask) owns and operates within the Saskatoon campus, fed from its 72 kV (soon to be 138 kV) Preston Substation supplied by SaskPower. USask distributes electricity for its own use and to resident customers, including Royal University Hospital, National Research Council, Canadian Light Source and more. This role will also support the building services at 600/347 V and 208/120 V. The role will have the opportunity to work in a unique and diverse environment of systems and distribution infrastructure, ranging from modern to more than 65 years old, typically supported by backup generators to support life safety, and in buildings with a range of ages up to 100 years.

 

Nature of Work

The Facilities Electrical Engineer will perform a variety of engineering, design, protection, grounding, maintenance, operations, construction, and modification activities on the electrical utility from the SaskPower service inward. Effective communication, problem solving, interpersonal skills, and understanding of the service impacts of the utility and how this role interacts with all key stakeholders are important requirements. The position requires well-developed leadership, mentorship, organizational, relationship-building and project management skills as well as a strong technical background with related experience.

 

The position reports to the Manager, Facilities Sustainability and Engineering within the Infrastructure Planning and Land Development group located at the USask campus in Saskatoon. Infrastructure, Planning and Land Development provides management, leadership and technical stewardship and expertise in support of the campus built environment.  The mandate of the group is to provide knowledge and strategy around capital projects, enabling access to opportunities while ensuring the overall sustainability of the operation.

 

Accountabilities:

  • Supports the effective and reliable operation and maintenance of the USask electrical infrastructure.
  • Recommend and interpret electrical standards in USask Design Manual.
  • Support pre-construction, construction and post-construction phases of capital projects.
  • Planning and future planning of the USask electrical distribution system.
  • Support urgent and emergent activities.
  • Provide expertise, advice, guidance, to operations and maintenance activities, with a keen understanding of the university’s client service focus
  • Make sound business decisions for operations, maintenance, design, and renewal.
  • Design, evaluate, future plan, share information.
  • Internal consultant activities necessary to support the operations and maintenance of electrical systems and infrastructure.
  • Execute facility electrical distribution power system engineering studies including load flow (Paladin, ETAP, CYME), capacity, short circuit, coordination, and arc flash hazard analysis (CSA Z462 Workplace Electrical Safety and IEEE 1584 Arc Flash Hazard Calculations).
  • Design lighting, power, revenue-grade metering, security and fire alarm systems.
  • Competency to stamp drawings for submission to the authority having jurisdiction.
  • Provide engineering evaluations and solutions for moderate to complex facility electrical distribution power system design projects for system changes, modifications, and life extensions.
  • Provide guidance and consultation to facility electrical distribution power system designs and submittals.
  • Respond to information requests in support of projects impacting the facility electrical distribution system.
  • Evaluate facility electrical distribution power system installations for conformance with current codes and standards and provide timely and effective communication with the consultants and/or authority having jurisdiction.
  • Advance facility electrical distribution power systems reliability by evaluating test report data, reviewing and analyzing preventive maintenance data, quantifying repair versus replace decision making, and assisting electricians and technicians with troubleshooting and technical support.
  • Conduct root cause analysis of equipment or systems failures using a systematic methodology to determine and correct root causes of problems, unplanned events, and occurrences related to the maintenance and the reliability of facility electrical distribution power systems, electrical components, and electrically operated equipment.
  • Provide owner’s engineer services to construction projects that have an impact on USask electrical distribution power system and branch wiring.
  • Refine and contribute to development of USask engineering standards.
  • Supervise engineering technologist.
  • Provide feedback and guidance in relation to capital expenditures to reduce the USask carbon footprint.

 

Education: Bachelor’s degree in Electrical Engineering.

Experience: Minimum eight years in technical and supervisory roles in Electrical Engineering.

 

Skills:

  • Significant experience and advanced knowledge of facility electrical distribution power systems, utilization equipment, safety, preventative maintenance, operations, testing, troubleshooting, and commissioning.
  • Experience performing facility electrical distribution power system applications analysis and studies.
  • Experience using AutoCAD and Microsoft Office applications (Word, Excel, and PowerPoint).
  • Advanced technical, analytical, and decision-making skills with the ability to organize and coordinate multiple and conflicting tasks, with good follow-through.
  • Professional Engineer with license to practice in Saskatchewan and competency to stamp drawings.
  • Ability to prioritize and reprioritize activities.
  • Partnership colleague who can work with a variety of individuals at all levels of the USask organization to gather and convey information.
  • Effective customer service and interpersonal skills necessary to interact with technical, administrative, and management personnel.
  • Proven ability to work as a team member.
  • Demonstrated ability to perform independent work.
