What are your key accountabilities?

In this role, you will be responsible for the review and administrative processing of construction proposals in support of SmartTrack and the Metrolinx Regional Express Rail (RER) Programs, and for providing technical guidance to ensure the effective interpretation and application of City standards, specifications and policies – from application until completion of construction. This includes managing service delivery to achieve organizational performance and quality standards and expectations, ensuring that engineering designs that modify, replace, or impact existing or new City bridge infrastructure conform to Division, cluster, and corporate standards and regulatory requirements.

Reporting to the Manager, Bridges, Structures and Expressways, the position will function within the following key competencies:

Technical Knowledge, Analysis & Consultation to apply expert knowledge of the Railway, Roadway and Bridge standards, legislation, rules, procedures and practices for all Metrolinx RER/SmartTrack project submissions and permit applications; to ensure submissions and designs comply with City standards; to review, identify/evaluate impacts, and provide technical expertise and recommendations for the resolution of infrastructure-related issues; and to comment on preliminary designs and draft contract language for procurement matters.

Project Management to manage high-profile capital projects and to perform site inspections and assessments of changed conditions on construction deliverables and advise Metrolinx RER/SmartTrack for necessary mitigation measures; to coordinate and conduct technical problem investigations and participate in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems; to participate in the development of complex cost-sharing arrangements through life cycle cost analysis for the construction of Metrolinx RER/SmartTrack municipal infrastructure; and to review Legal Agreements with Metrolinx RER/SmartTrack stakeholders for construction and cost-sharing of new and existing infrastructures.

Relationship Building & Stakeholder Engagement to establish and foster effective partnerships with other City divisions and intergovernmental colleagues, and with the public, stakeholders and Councillors; to represent the City at project and organizational meetings as a technical specialist with planners, administrators, and contractors and other external service providers; to coordinate input and partner with other units to discuss and resolve issues; and to provide superior client services in a professional, courteous and timely manner.

Using your highly developed communication, consultation and interpersonal skills, you will be adept at establishing strong working relationships and collaborating with stakeholders (e.g. the public, Councillors, senior management, contractors, consultants, and colleagues), including agencies and other orders of government. Your capacity for collaboration, astute critical judgement and insight give you the ability to resolve conflicts, negotiate and achieve consensus among parties with differing objectives in a complex, multi-stakeholder and politically sensitive environment.

You bring highly developed planning, organizational and time management skills, enabling you to meet deadlines in a fast-paced environment. Furthermore, your leadership enhances the standard of performance excellence in the Division and the organization. You make expert technical recommendations that maintain the public interest and further enhance the project deliverables.

Your technical industry knowledge and analytical skills enable you to continually provide strategic consultation to colleagues and stakeholders. You are able to read, interpret, and report on engineering plans, drawings, and specifications, using your in-depth knowledge of engineering principles and practices associated with the design and construction of bridges, tunnels, culverts and retaining walls.

Your familiarity with Federal and Provincial regulations and requirements related to bridges, roads and transit, and health and safety, including the Occupational Health & Safety Act, will be essential to the role. You have thorough knowledge of relevant policies, government legislation and regulations, including the Canadian Highway Bridge Design Code, and AREMA Railway Design Code. Your knowledge of Ministry of Transportation, Metrolinx and City of Toronto design standards, directives and policies would be an asset.

Your application should describe:

  1. A Professional Engineering licence and membership in good standing in Professional Engineers Ontario, or eligibility to register as a Professional Engineer in Ontario prior to the employment start date.
  2. Considerable experience applying the principles of Engineering in the area of condition assessment, design, construction, maintenance and rehabilitation of bridges, structures and expressways for capital projects.
  3. Considerable experience providing technical expertise/consultation to a variety of stakeholders (e.g. consultants, contractors, utility companies, internal project leads, etc.) in the review of engineering drawings for proposed bridge infrastructure, and in assessing the impact of proposed works on existing and planned municipal infrastructure.
  4. Experience in reviewing/approving Legal Agreements for construction and cost-sharing of new and existing infrastructure.
  5. Possession of a valid Province of Ontario Class "G" Driver's Licence.
