Job Description

The City of Toronto's Engineering & Construction Services Division has an immediate opening for a Director in the Division's Major Infrastructure Section.

As the delivery agent for some of the country's largest water, wastewater and solid waste management construction projects, the Major Infrastructure Section provides expertise in project management and oversight for multi-year engineering design assignments associated with the rehabilitation, reconstruction and upgrading of Toronto's major infrastructure, including water and wastewater treatment facilities; pumping stations, water reservoirs and elevated tanks as well as initiatives involving the interception and treatment of combined sewer overflows; and trunk sewers.

 

Illustrative examples of projects that are currently being delivered by the Section include:

  • The Coxwell Bypass Tunnel, with the first phase construction contract valued at more than $400 million over 7 years;
  • The new ultraviolet irradiation effluent disinfection system at the Ashbridges Bay Treatment Plant, with a construction contract valued at more than $210 million over 5 years; and;
  • Rehabilitation of the Rosehill Reservoir, with a contract valued at $35 million.

 

Renowned Engineering Leadership

Reporting to the City's Chief Engineer and Executive Director of the Engineering & Construction Services Division, you will lead, manage and deliver the strategic direction and operational function of the Major Infrastructure Section.

As Director Design and Construction with an assigned capital program value of $290 million in 2018 you will lead and motivate a diverse, high-calibre team of 40-plus dedicated professionals, utilizing your comprehensive senior management expertise to ensure high standards of work quality and organizational performance, foster effective teamwork, encourage and inspire innovation in others as well as promote and support an environment of continuous learning and development in order to establish a culture of public service excellence.

 

Exemplary Project Direction and Oversight

As a Professional Engineer (P.Eng.) registered and in good standing with the Association of Professional Engineers of Ontario (PEO), your extensive senior project management experience in administering and delivering multi-year projects and programs through various delivery models and program management assignments, including project planning, procurement of engineering services, pre-design, public consultation, public and stakeholder notification, engineering survey, engineering design, project management, preparation of construction tenders, contract administration, obtaining regulatory approvals, securing property easements, construction inspection and quality assurance will be paramount.

Your expertise in guiding the preparation of contract documents, directing engineering investigations, reviewing and providing recommendations related to capital construction projects, ensuring the effective delivery of major engineering assignments and capital works projects on time and on budget, and preparing technically accurate plain-language reports and documentation will also be invaluable.

 

Prudent Financial Management

Your prudent financial management experience in developing, administering and maintaining annual budgets, controlling expenditures within approved budget limitations, assisting in the development of capital works programs and associated cash flow forecasts, ensuring contracts are awarded and administered in compliance with approved authorizations, negotiating claims and participating in litigation that might arise will be front and centre.

Also critical are your experience, passion and drive in leading and contributing to continuous improvement of divisional and sectional performance by developing and implementing annual work plans, setting benchmarks, analysing and monitoring key performance indicators against performance targets and taking corrective action as required.

In addition, your strong strategic orientation skills will support the development, design and implementation of functional policies and programs that will positively impact the overall business performance of the Section while establishing program goals and objectives that align with the overall divisional framework.

 

Exceptional Communication Skills

As a seasoned professional with excellent oral and written communication skills you will lead the preparation of reports to Standing Committees, Community Councils and/or Council, and material for public education/communication purposes as well as represent the Division/Cluster/Corporation at meetings with the public, clients, external agencies, Councillors and many other stakeholders.

Based on your highly developed human relations skills you will build, establish and maintain effective partnerships with various internal and external stakeholders, to facilitate the delivery of assigned projects and meet service delivery targets in compliance with City standards and regulatory requirements.

As an innovator in service delivery excellence and a leader in transformation initiatives, including alternative service delivery models, you will utilize your extensive senior management experience and your well-developed people management skills to implement strategies and achieve desired results that align with divisional goals and objectives, the City's strategic directions and City Council priorities.
