JOB DESCRIPTION

 

Duties:

 

* As an experienced professional engineer, investigates, analyzes, and solves challenging or unusual engineering problems by devising new approaches or applying existing criteria in unique ways.

* As an experienced professional engineer, perform detailed engineering design and engineering guidance and support during construction, including field reviews.

* Participates in the operational planning and/or engineering of electrical utility installations and develops specialized expertise in the field of civil engineering.

* Develops and maintains effective professional relationships with internal and external colleagues in order to determine relative priorities and to assess the impact of the work on others.

* Plans and manages resources and coordinates and completes phases of work to ensure that commitments are met.

* Participates in the public consultation process as required.

* May chair meetings to address engineering problems.

* Requires a knowledge of cost control and other administrative procedures and a knowledge of related fields of

engineering and construction.

* Work is assigned to the Senior Engineer in terms of defined objectives and budget limitations and the advice of the supervisor is sought in critical areas which impact the work of others. Must be able to work independently.

* Completed work is accepted as accurate, with overall plans and recommendations reviewed for feasibility, soundness of judgment and achievement of objectives.

* Assigns work and gives instructions, advice and technical guidance to other engineers and technical support staff. Must excel in a collaborative team environment.

* Reviews the work in progress of assigned Hydro staff, consultants and contractors and reviews completed work to ensure accuracy, achievement of required results and adherence to accepted engineering practice.

* Act as Civil Professional of Record / Owner’s Engineer for Distribution Engineering.

* Act as Civil Technical Leader for Distribution Engineering – including accountability for Civil Safety by Design reviews.

* Identify and address unusual and complex civil engineering design issues or provide technical solutions to issues identified by the Project Lead.

* Promote consistent civil engineering design by collaborating with the Distribution Standards Team.

* Review and evaluate opportunities for improvements to design practices and standards.

* Champion and support technical issues raised by the civil team and pursue long term solutions to issues.

* Review of documents / correspondence in support of Distribution Engineering:

-RFPs for external civil consultants – assist with scope and specifications

-Preliminary/conceptual designs created by Distribution staff

-Detailed designs produced by junior engineers / EITs / Co-ops / technologists

-Reports / assessments produced by Distribution staff

* Distribution Engineering Civil Engineer representative for internal and external stakeholder engagement, including meetings, presentations, etc…

* Respond to site specific conditions identified by civil inspector resulting in the need to implement a non-standard design or engineering review of site applicability of the design.

 

Qualifications:

 

* Bachelor’s degree in Civil Engineering recognized by Canadian Universities.

* Must be registered, or eligible for immediate registration, as a Professional Engineer (P.Eng.) in good standing with EGBC.

* Must have a minimum of 8 years (Senior Engineer) or 4 years (Intermediate Engineer) experience as a Civil Engineer with preference for experience in the electric utilities industry in Distribution line of business.

* Must have strong written and verbal communication skills.

* Ability to communicate effectively with various internal and external sources for the purposes of gathering and relaying information, resolving issues of concern, etc.

* Ability to provide work leadership or technical direction to engineers or other technical support staff.

* Ability to develop innovative methods of analysis for complex civil problems.

* Ability to analyze, interpret and evaluate various complex technical studies and data.

* Ability to define and develop criteria and cost estimates for plant modifications and/or other major projects.

* Must be familiar with WorkSafeBC requirements and regulations.

* Must be familiar with industry engineering design and analysis software.

* Preference for those familiar with relevant CSA codes for utilities in public.

* Preference for those familiar with design code and requirements including NBCC, BCBC, VBBL, etc…

* Preference for those familiar with Authority Having Jurisdiction requirements for utilities including permitting process – MOTI, CoV Utility Design Manual, etc…

* Preference for those familiar with industry practice requirements in BC – MMCD, NEB regulated pipelines, joint use, joint trenching, etc…

* Preference for those familiar with BC utility construction practices for Distribution UG and OH utility construction and working in proximity to other utilities.

What else you should know

* A condition of employment for this job is that you maintain a Driver's License: Class 5 In Good Standing.

* Must be willing to work in both office and field environment.

* Must be able to work and travel in all weather environments throughout the year and able to walk for long distances including steep and uneven terrain. Travel may include overnight, multi-day, evening, and weekend work, including locations outside of the Lower Mainland.

* Preference will be given to individuals with familiarity in Distribution overhead and underground utility civil works and knowledge of various BC Hydro systems, policies and procedures, types of equipment, and BC Hydro Distribution Standards

* The candidate must have good ‘hands-on’ project design experience and proven experience in providing site specific practical solutions in a fast paced environment where responsiveness during construction phase for site condition assessment and immediate independent direction to the team and construction contractors is essential.

* Project management and contract management experience will be an asset.

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.

 

IBEW/Field – No option to work from home

Resident – Works primarily (4+ days per week) in the office.

Hybrid – May be able to work from home up to 3 days per week.

Remote – Works from home 4+ days per week
