Senior Engineer – Bridges, Structures and Expressways

Within this project, you’ll be responsible for the review and administrative processing of construction proposals in support of SmartTrack and the Metrolinx Regional Express Rail (RER) Programs, and for providing technical guidance to ensure the effective interpretation and application of City standards, specification and policies – from application until completion of construction. This includes managing service delivery to achieve organizational performance and quality standards and expectations, and ensuring that engineering designs that modify, replace or impact existing or new City bridge infrastructure conform to Division, Cluster and City standards and regulatory requirements.

Senior Engineer – Gardiner Expressway Rehabilitation

Within the Gardiner Rehabilitation Project, you’ll be part of the Division’s self-contained unit that has overall responsibility to deliver the strategic rehabilitation plan for the F.G. Gardiner Expressway. Reporting to the Senior Manager of the Gardiner Rehabilitation Unit, and demonstrating your extensive structural engineering expertise, you’ll be primarily responsible for activities focused on Structural engineering design and bridge constructability.

Who is our ideal candidate? 

You are someone who can apply expert knowledge of the Railway, Roadway and Bridge standards, legislations, rules, procedures and practice for project submissions and permit applications; to ensure submissions and designs comply with City standards; to review, identify and/or evaluate impacts, and provide technical expertise and recommendations for the resolution of infrastructure-related issues; and to comment on preliminary designs and draft contract language for procurement matters. You will be using relevant and appropriate procurement strategies and approaches, such as design-bid-build, design-build, program management assignments, and Alternative Financing and Procurement (public private partnership, or P3) to deliver the Project.

Adept at managing high-profile capital projects, you know how to perform site inspections and assessments of changed conditions on construction deliverables; coordinate and conduct technical problem investigations and participate in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems; participate in the development of complex cost-sharing arrangements through life cycle cost analysis for the construction of municipal infrastructure; and review Legal Agreements with stakeholders for construction and cost-sharing of new and existing infrastructures.

With your highly developed communication, consultation and interpersonal skills, you can establish and foster effective partnerships with other City divisions and intergovernmental colleagues, senior management, contractors, consultants, the public, Councillors and other stakeholders; represent the City at project and organizational meetings as a technical specialist with planners, administrators, and contractors and other external service providers; coordinate input and partner with other units to discuss and resolve issues; and provide superior client services in a professional, courteous and timely manner.

Demonstrating leadership in the planning and delivery of technical expertise related to the technical review, analysis and assessment of capital projects, you are adept at establishing strong working relationships and collaborating with stakeholders, including agencies and other orders of government. Your capacity for collaboration, astute critical judgement and insight give you the ability to resolve conflicts, negotiate and achieve consensus among parties with differing objectives in a complex, multi-stakeholder and politically sensitive environment.

You bring highly developed planning, organizational and time management skills enabling you to meet deadlines in a fast-paced environment, and your leadership enhances the standard of performance excellence in the Division and across the organization. Furthermore, you make expert technical recommendations that maintain the public interest and further enhance the project deliverables.

Your technical industry knowledge and analytical skills enable you to continually provide strategic consultation to colleagues and stakeholders. You’re also able to read, interpret and report on engineering plans, drawings and specifications, using your in-depth knowledge of engineering principles and practices associated with the design and construction of bridges, tunnels, culverts and retaining walls.

Your familiarity with Federal and Provincial regulations and requirements related to bridges, roads and transit, and health and safety, including the Occupational Health & Safety Act, will be essential to the role, along with your thorough knowledge of relevant policies, government legislation and regulations, including the Canadian Highway Bridge Design Code, and AREMA Railway Design Code. Knowledge of Ministry of Transportation, Metrolinx and City of Toronto design standards, directives and policies would be an asset.

Among the strengths you bring to the role of Senior Engineer will be the following key qualifications:

  1. A Professional Engineering licence and membership in good standing in Professional Engineers Ontario, or eligibility to register as a Professional Engineer in Ontario prior to the employment start date.
  2. Considerable experience applying the principles of Engineering in the area of condition assessment, design, construction, maintenance and rehabilitation of bridges, structures and expressways for capital projects.
  3. Considerable experience providing technical expertise/consultation to a variety of stakeholders (e.g. consultants, contractors, utility companies, internal project leads, etc.) in the review of engineering drawings for proposed bridge infrastructure, and in assessing the impact of proposed works on existing and planned municipal infrastructure.
  4. Considerable experience writing reports, Requests for Quotations (RFQs) and Requests for Proposals (RFPs).
  5. Experience in reviewing/approving Legal Agreements for construction and cost-sharing of new and existing infrastructure.
  6. Strong oral and written communication skills with the ability to communicate technical information at all levels of the organization.
  7. Ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
  8. Ability to plan, supervise and direct the work of others, including consultants.
  9. A valid Province of Ontario Driver's Licence Class "G".

Salary Range: $103,303.20 - $121,375.80 per year
