Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Senior Manager leads and manages the design, rehabilitation and maintenance support of all Metrolinx Signals and Communications Systems. Part of that support will be an on-call rotation schedule and possible evening/weekend project and emergency work. 

What will I be doing?

  • Manages the development and implementation of goals, objectives, policies, procedures, and work priorities for signals and communications systems including the development of a strategic direction and plan, resource allocation and maintenance.
  • Manages and provides oversight to the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents.
  • Fully supports and provides Management and oversight of the Transit Operations Radio Communications assets.
  • Manages the back-room Network Operations Center support functions for Rail Traffic Control Systems including program functions.
  • Manages and provides oversight to signals and communications systems projects related to rehabilitation continuous improvement including the identification and prioritization of projects, defining project scope, terms of reference and project plans/designs.
  • Manages and provides oversight to 3rd party contractors/service providers, managing/monitoring contractor performance and compliance.
  • Manages and fully supports Rail Corridor Asset Management maintenance methodologies and Asset Management System application.
  • Manages and oversights required regulatory/legislative changes impacting signals and communication systems and through effective/timely evaluation of impact upon signals and communications systems’ operations.
  • Identifies risks, issues and trends that impact signals and communications systems delivery and recommends actions for resolution.
  • Coordinates project design and implementation with internal clients, internal and external stakeholders and acts as a liaison with service providers, industry related organizations and government agencies to establish and maintain positive working relationships and negotiate and collaborate in the identification and resolution of complex signal and communication systems asset management and operational issues.
  • Collaborate and provide support to Network Operations Control to understand and respond to signal communications and needs/requirements.
  • Leads the development of a strategic direction and plan for signals and communications system resource allocation and maintenance.
  • Plans, organizes, executes, and evaluates project delivery and ensures project scope, schedule, budget and performance objectives, are in compliance with established Metrolinx and industry standards, guidelines, policies and procedures.
  • Recommends and implements equipment, practice and procedural improvements/enhancements.
  • Ensures that the appropriate regulatory and agency approvals are obtained and are clearly identified in design and project schedules.
  • Oversees and participates in the development of all operating and capital budgets pertaining to Signals and Communications Systems.
  • Provides oversight to and manages the preparation of plans, specifications, cost estimates, requests for proposals, procurement strategies and bid documents for design, rehabilitation and maintenance of communication equipment and systems.
  • Monitors the progress of projects to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved; is able to explain overages and exceptions.
  • Leads and manages the Radio and Signal Systems groups through managers/supervisors and staff performing related tasks.
  • Provides senior leadership oversight and direction to staff and consultants engaged in project teams and motivates to achieve objectives.

What skills & qualifications do I need?

  • Completion of a degree in Electrical/Electronic Engineering, Communications Engineering, Computer Science or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum ten (10) years leadership and project management experience in the field of Signals or Communications Systems, within the transportation industry/sector.
  • Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is an asset.
  • Knowledge of and expertise in the planning and implementation of transportation signal and communication systems.
  • Knowledge of Metrolinx and the provincial and national transit industry is an asset.
  • Service-focused leadership and influencing skills to provide senior technical and administrative leadership to an operating or functional unit.
  • Knowledge of project management principles and practices to manage and provide oversight to complex engineering design projects.
  • Managerial and leadership experience with the ability to plan, set priorities, schedule and manage staff and team deliverables.
  • Knowledge of Human Resources legislation to monitor and manage employees and contractors, including experience in the application of applicable collective agreement provisions would be an asset.
  • Knowledge and experience in operational planning, budget development, planning and management processes.
  • Innovative and creative problem solving, data driven root cause analysis skills.
  • Excellent communication skills, including the ability to make clear presentations, produce concise technical and administrative reports.
