Job Description

Senior Manager, Bridges, Structures & Expressways

With responsibility for over 500 of Toronto's vehicular and pedestrian bridges and structures, with a combined estimated replacement value of approximately $5 billion, the Bridges, Structures and Expressways Unit provides the full spectrum of functions required to keep these valued assets in a safe and operable condition. That’s where you come in, as Senior Manager of Bridges, Structures and Expressways within the City of Toronto's Engineering & Construction Services Division.

Reporting to the Director of the Transportation Infrastructure Section, you will lead a team of highly qualified engineering staff responsible for assessing the condition of the bridges and structures within the Unit's assigned portfolio, identifying priorities for rehabilitation and construction, working with the City's Transportation Services Division to program the required construction, and managing that construction to ensure a high standard of work quality, timeliness and value. As Senior Manager, you will also lead and manage staff involved in engineering review for bridges and structures for third-party construction projects being delivered by proponents, including Metrolinx, TTC and Infrastructure Ontario. This is a key position, given the significant portfolio assigned to the Unit, which demands dedication to the highest level of public safety and technical integrity.

Expert Knowledge of Relevant Legislation and its Application

A key function of the Unit is to ensure the City is in full compliance with regulatory requirements. As the Senior Manager, you will oversee the City’s bridge inspection program in accordance with the provincial Ontario Structure Inspection Manual (OSIM), and make recommendations for more detailed structure-specific condition assessments as may be warranted. You will also be responsible for providing input to the City's asset management system by updating infrastructure data inventories, refreshing condition assessment information, ensuring risk and life cycle cost information is up-to-date, and integrating related data from other City systems to ensure comprehensive bridge and structure records.

In addition to your keen understanding of the OSIM requirements, you are familiar with the Construction Act, Canadian Highway Bridge Design Code, Ontario Traffic Manual-Book 7-Temporary Conditions, Ontario Public Transportation and Highway Improvement Act, Environmental Assessment Act, and Federal Fisheries Act. Knowledge of relevant employment legislation, including the Employment Standards Act, Human Rights Act, and Occupational Health & Safety Act, rounds out your regulatory expertise.

Well Developed Ability to Plan, Organize and Coordinate

Leading condition assessments and infrastructure planning studies related to the City's bridges and structures will be a significant component of your mandate. Your ability to successfully deliver Class Environmental Assessments for municipal infrastructure projects, and to secure regulatory approvals and permits, will ensure timely identification of preferred solutions that can inform the development of capital projects.

Municipal Infrastructure Construction Know-How

As a Professional Engineer (P.Eng.) registered and in good standing with Professional Engineers Ontario (PEO), you will rely on your extensive experience in the asset management of bridges and structures, and the management of engineering design and construction of bridges, structures and related municipal infrastructure, to plan, design, budget, and schedule complex, multi-year projects, often integrated with other capital works. Your knowledge and proven success in preparing contract documents, requests for proposal, tenders, and change management records for engineering and professional services assignments and agreements, and construction contracts, will ensure full compliance with Divisional and Corporate procedures and policies.

You will work in partnership with staff from the Transportation Services Division, Toronto Water, TTC, Metrolinx, CN/CP Rail and the Toronto and Region Conservation Authority, to identify short- and long-term renewal needs, leading to the design and construction of rehabilitation or reconstruction of the City’s bridges, structures and expressways. Your proficiency managing external consultants on engineering design assignments, and your fundamental understanding of constructability and construction contract administration, including change management, provide you with the skills needed to ensure the successful delivery of the capital program assigned to the Unit.

Management and staff, both within and outside the Division, will benefit from your expert knowledge of the principles of civil and structural engineering and of materials and methods of construction, demolition, rehabilitation and upgrading, including bridge construction strategies, which you keep current by prioritizing learning, for yourself and your staff.

Prudent Financial Management

In addition to managing the operating budget for the Unit, you will provide input to the development of the Transportation Services Capital Budget and 10-Year Capital Plan, to address rehabilitation, reconstruction and expansion needs for the City’s bridges, structures and expressways. As your main client, the Transportation Services Division will rely on your considerable experience with financial reporting processes, including budget preparation and control, expenditure forecasting, and preparation and interpretation of financial reports.

Through your dedication to customer service and continuous improvement, you will critically review Unit accomplishments against established benchmarks and key performance indicators to demonstrate the importance and value of deliverables.

Superior Communication Skills

You are a natural, articulate communicator, known for your excellent written communication skills and ability to interact with, and effectively convey complex technical information verbally and in writing to, a full range of stakeholders, including the public, internal and external agencies, government regulatory officials, Councillors, elected officials, and others. You can expect to be called upon from time to time to provide input on policy and technical guideline development related to bridges, structures and expressways, as well as technical reports and reports to Council, external agencies and/or third parties. Your engaging personal style lends itself to easily establishing effective, mutually beneficial relationships in support of the successful implementation of the City’s Bridge Rehabilitation Program.
