We are looking for a Professional Engineer and experienced leader who will take the patient experience to the next level with a service mindset that supports the IWK moving forward including alignment with strategy, client needs and best practice. Reporting to the Chief Operating Officer, the Director Facilities and Environmental Services leads the development and execution of strategic and operational plans that deliver the best care and service, while seeking continuous improvement that drives superior performance. The Director emulates the mission and values of the IWK Health Centre through inspiring, motivating and guiding others towards excellence. As a senior leader, you will place an increased emphasis on optimization and efficiencies, customer responsiveness, and improving the client experience.  The role requires an ethical leader with sound decision-making abilities and able to build solid external relationships.


This role is responsible for setting priorities, creating long-range objectives and strategic planning in the areas of Plant Maintenance and Operations, Construction and Space Management, Leased Properties and Leasing Strategies, Protection Services, Fire Safety, Emergency Preparedness, Logistics-Supply and Distribution, Environmental Services, Energy Efficiency and Waste Management and Parking Services and Strategies. All urgent and planned work orders, client protection, capital and clinical projects, infrastructure projects, moves, other site locations, housekeeping, mechanical repairs, building preventative maintenance and more fall within this portfolio.  


Supporting the COO, this position takes a lead role in reporting to the Building and Infrastructure Committee of the Board and co-creating the Key Performance Indicators and other reporting metrics to ensure good governance.  The Director will take a lead role in inventory and asset management to ensure the organization is meeting best practices and that assets are properly distributed, optimized and accounted for. 


The Director is committed to a high standard of performance and will provide day to day expertise and support across the organization, at all locations and throughout all services and dimensions.  The Director contributes to continuous process improvement and LEAN initiatives including those achieved through collaboration with partners in the provincial health system.


The Director is responsible for leading teams that provide critical systems support for all clinical and support departments at the IWK.  Specifically, you will have responsibility for the uninterrupted supply of electricity, suction, medical gases, lighting, ventilation and critical building operations. The complexity of the environment is intensified by the tertiary care and uniqueness of our women’s, paediatric, and neonatal patient populations. The mandate of Facility Planning is the complex task of transforming clinical needs (present and future) into a coherent plan, and then into a physical infrastructure, all while balancing resource constraints of space, budgets and challenging clinical requirements.  Our operations span community-integrated sites across the province, and this role would interact with regional committees and see that issues, codes and new legislation are supported, and that necessary changes and maintenance requirements are addressed by your team or leasing companies.


The IWK Health Centre has received the highest rating offered through Accreditation Canada, and as a Director, you will support and participates in regular Accreditation Canada surveys. You will also support and align your work with other working groups overseeing risk management, the control office, clinical building projects, the housekeeping contract and interface with clinical teams through a variety of centre-wide projects.  This role is involved in numerous internal and external committees, including support for the IWK Building and Infrastructure Committee, leads the CARS Committee to prioritize and rank capital equipment, leads the parking strategy and development committee, participates on Directors Council and a variety of provincial committees as required.  It is expected that the Director will take a lead role within their professional and represent the IWK at conferences and seminars.


As a leader it is critical that you have a sound building knowledge of our facilities, integrations and relationships between departments, infection control practices, occupational health & safety practices, including emergency response, fire safety, logistics, supply and distribution, asset management of physical plant, inventory management and controls.  This role requires complex problem solving skills and strong pro-active management to balance important engineering and environmental issues, with that of 24/7/365 patient care.  The ability to learn and adapt quickly, respond to emergencies, look for cost savings, keep calm and explain situations clearly and remain organized and respectful are essential in this role.


The Director will develop and manage a Go Green environmental program that will identify KPI’s, and effective energy use. The position will be required to lead the capital equipment and prioritization process and create and lead a parking optimization strategy for the next decade for the IWK.  This work will require close liaison with Dalhousie, Halifax Regional Municipality and the Province.


As our ideal candidate, you have a Master’s level degree in a related field and are a Professional Engineer (P.Eng.) with Engineers Nova Scotia.  Your experience reflects a minimum of 10 years of facility management experience in a large organization, with a minimum of eight years of supervisory experience.  As well, the role requires experience in project management and delivery, board support and experience working in environment of deferred maintenance. You are an inspirational leader who understands strategic risk and can manage to deadlines and financial deliverables.  You have expertise in developing and maintaining strategic partnerships and have coached, developed and led high performance teams with a strong track record of continuous improvement and measurable outcomes.
