Regional Service Line Leader, Construction Services

The Regional Service Line Leader, Construction Services, reports to the Regional Director and is accountable to the National Director, Contract Management. The incumbent is accountable for the successful delivery of contract management services in the region, overseeing contract management, construction technical services and service line initiatives and activities. The incumbent leads service delivery to achieve regional service line key performance indicators and provides input and support to the National Director to advance national initiatives and the development of service line policies and procedures. The Regional Service Line Leader oversees and provides contract management authority for select construction, professional services, facilities maintenance, energy performance, maintenance services and public-private partnership (P3) contracts. The incumbent oversees often complex services in the areas of commissioning, operational health and safety and industrial security. The Regional Service Line Leader contributes to regional operations and national service line initiatives and provides input to regional budgets to align with planned activities. The incumbent is responsible for and reports on risk management within the regional service line. The incumbent may lead a small team and manage the human resources responsibilities for the team. In addition, the incumbent influences and supports relationships with Client-Partners, industry and stakeholders. The incumbent develops creative solutions and ensures the service line supports collaboration, and quality and timeliness of deliverables.

The duties and responsibilities listed below are representative but not all-inclusive:

  • Lead and oversee delivery of contract management services for regional construction program (e.g. change management, claims management and resolution, risk management, operational safety, industrial security, financial and schedule management)
  • Recommend contract management activities to the National Director for approval, as required by delegated authority and risk
  • Support dispute resolution, litigation and communications with sureties and insurersrelated to problem contracts
  • Oversee technical services, including commissioning, operational health and safety and industrial security
  • Lead and oversee the quality management system for contract management and construction technical services on select contracts
  • Deliver service line training and develop and manage the regional service line training budget
  • Implement service delivery standards and quality verifications to assess compliance with service line quality system, and report to the regional and national directors
  • Prepare presentations for internal, Client-Partner and industry events
  • Communicate with senior Client-Partners, providing strategic advice and guidance
  • Provides guidance to site teams on contract management services
  • Ensure dissemination and understanding of service line communications within the region, and establish regional communications with external associations
  • Support business unit communications with local industry associations, and communication with the Client-Partners about technical issues and services
  • Provide input to budgeting and planning activities to support national and regional service line initiatives
  • Communicate, monitor and achieve regional service line key performance indicators 
  • Develop and maintain effective relationships within DCC, and with industry, the Client Partners and/or stakeholders
  • Ensure quality standards are met, in line with service line, corporate and Client-Partner expectations
  • Support human resources functions (e.g. coach, supervise, provide input to mentor, plan and allocate resources, manage performance)


  • Conduct regional quality verifications to assess compliance with Contract Management Policies and processes
  • Assist business units with needs assessment and resource planning within the region, as requested
  • Evaluate technical capabilities of candidates during recruitment
  • Develop annual regional service line initiatives
  • Other duties as assigned

Formal Education and/or Certification(s) and Experience

  • Minimum: university degree in engineering, architecture or related field with eight years’ relevant experience, or the equivalent
  • Preferred: minimum requirements with professional designation or Gold Seal Certification


  • Use applicable computer software and operating systems
  • Write proposals, technical texts and reports
  • Resolve complex problems with multiple stakeholders
  • Apply project, contract and risk management techniques
  • Demonstrate business acumen, leadership and human resources management skills
  • Knowledge of both official languages is preferred


  • Lead and develop direct reports 
  • Lead project teams within the region and collaborate with others nationally
  • Provide functional direction and advice to employees and Client-Partners


  • Typical office environment with routine travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment

**Security Requirements**

Candidates must have no criminal record and must be eligible to obtain Top Secret security clearance. Top Secret clearance process requires the candidate to:

  • Be able to provide 10 years of verifiable background information
  • Provide proof of identity by way of valid Canadian Government issued ID

In addition, candidates will be required to consent to being subjected to an in-depth security assessment, as well as criminal record and credit checks.
