Facilities, Maintenance & Engineering (FM&E) Manager

Alberta Health Services (AHS) is recruiting for 2 FM&E Managers to oversee our Red Deer sites. These FM&E positions are key leadership roles that provides management and technical expertise & supervision in the maintenance & operation of the building infrastructure, equipment, grounds, staff, & the environment of the health care facilities. This is an excellent role for someone with a background in mechanical or power engineering, or electrical engineering, a Red Seal Journeyman ticket in a related field, or other related trade who has extensive knowledge of building systems & maintenance. This is an on-site supervisory position based out of the RDRHC, but it also requires travel to many facilities within Red Deer. We are seeking someone with a technical understanding of the maintenance & operational requirements of systems including high pressure steam boilers, air handlers, water treatment (closed loop & domestic), medical gasses, HVAC systems, utility distribution & emergency generating systems, fire & security systems. Outstanding interpersonal & communication skills are required as you will collaborate with stakeholders & various contractors, as well as coach & mentor a team of 20-28. Description:

The Manager of the Facilities Maintenance & Engineering (FM&E) department is a key leadership role in the FM&E, Capital Management portfolio and reports directly to the FM&E Area Director. This position is responsible and accountable for implementation of the strategic direction, providing front line leadership and organization over the activities of the department in support of the vision, mission, and business plan of Alberta Health Services. These activities include the evaluation, implementation, and integration of various resources to carry out these activities. The Manager is responsible and accountable for making key decisions and having direct leadership responsibility for establishing and contributing to the achievement of the goals of the department. Performs accurate fiscal management and reporting for both annual and future budgeting which includes salaries, supplies and contracted labour. Interpersonal communication skills are required to develop both internal and external coalitions and networks.

Required Qualifications:

Professional engineer preferably in either mechanical or electrical discipline or, engineering technologist or, 2nd Class Power Engineer or greater, or Master Electrician certification, or Building Trade Journeyman certification. Ability to read and interpret blueprints and specifications. Ability to read, interpret, apply and communicate Code, Regulations and adopted Standards. Ability to work in a heavily computerized environment and within a Computerized Maintenance Management System. Demonstrated pattern of professional & personal development. Proven ability to manage, plan, maintain a 2nd class power plant, medical gas & HVAC systems with a 25,000 KV to 120 V branch circuit wiring in a health care facility compliant to CSA. Technical understanding of the maintenance & operational requirements of systems including high pressure steam boilers, water treatment (closed loop & domestic), medical gasses, HVAC systems, emergency generating systems, fire & security systems.


Additional Required Qualifications:

Proven ability to manage, plan and maintain; a rated 2nd class power plant, medical gas and HVAC systems, a 25,000 KV to 120 V branch circuit wiring, and institutional infrastructure systems as it relates to health care facilities compliant to CSA. Technical understanding of the maintenance and operational requirements of systems including high pressure steam, boilers, water treatment (closed loop and domestic), medical gasses, HVAC systems, emergency generating systems, addressable fire alarms, security systems and power distribution. Five (5) years' experience in applicable or comparable leadership and management type roles; human resources with an equivalent number of unionized staff, financial responsibility annually above $1,000,000.00. Five (5) years' experience in a management capacity in health care, institutions or industrial sites of significant size, complexity and diversity; scheduling and managing work, ability to identify, plan and implement future repairs or preventative maintenance. Experience in tendering, contract administration, with experience in various forms; RFQ, RFP, for consulting and contracting. Ability to work in a heavily computerized environment and within a computerized maintenance management system.


Preferred Qualifications:

More than 5 years' experience in an accredited healthcare setting, in a leadership role within a FM&E program. Technical understanding of the maintenance & operational requirements of an institutional facility with high pressure steam &/or high voltage electrical distribution, water treatment (closed loop & domestic), medical gasses, HVAC systems, emergency generating systems, fire & security systems. Certified Facility Manager (CFM) designation. Managerial or business skills and acumen.
