Manager of Plant Operations

Reporting to the Assistant Controller of Maintenance Services, you’ll be responsible for the management, facilitation and coordination of maintenance services required as a result of work orders, project files, and emergency repairs, and for managing the day-to-day operations to ensure normal operations of all PDSB facilities, over 17 million square footage and 265 buildings and grounds. This will include directly supervising the maintenance supervisors, defining the responsibilities of maintenance operations staff, being accountable for the services provided by internal unionized trade staff and external contractors, and providing technical guidance and advice to school administrators, management and employees.

As Manager of Plant Operations, you’ll manage the annual operating budget of $24.5 million, perform the ongoing review of operation processes and procedures to improve service delivery, develop departmental plans, set goals and deadlines, and implement procedures to improve productivity and customer service. This collaborative leadership role will see you working with senior staff to develop business process improvement, technology and information systems (e-base, work order and project file systems), and working closely with the Assistant Controller of Maintenance Services in developing the multi-year capital renewal plan. An excellent presenter and communicator, you’ll be an active member of the Labour Management, Multi-Site Joint Health and Safety, new school design, and other committees, liaise with Board staff in various roles regarding facility improvement initiatives and department processes, and facilitate LEAD training for all new Principals and Vice Principals.

An experienced operations manager who leads by example, you’re equally prepared to respond to emergencies on a 24/7 basis, including attending to on-site emergencies, as needed, and, in the absence of the Assistant Controller, to carry out the duties involved in managing all aspects of the Maintenance Services Department, including staff, budget, and renewal project activities.

EXPERIENCE AND QUALIFICATIONS

With a degree, diploma or certificate in Engineering or Architecture with extensive experience and/or a background in institutional/commercial buildings, or a Master Licence in a specific trade, or an equivalent combination of post-secondary education and experience, you have a solid foundation for success as our new Manager of Plant Operations. This is also an opportunity to demonstrate the following experience, knowledge, strengths and abilities:

  • A minimum of seven (7) years of experience overseeing multiple trades and managing unionized staff with a strong customer service focus.
  • Extensive hands-on experience in project management in an institutional environment.
  • Knowledge of custodial and maintenance processes, school board policies and procedures, Occupational Health and Safety Act, Employment Standards Act, Ontario Fire and Building codes, Ontario safe drinking water and all applicable trade codes, Ontario Human Rights Code, Safe Schools Act, Bill 157 and Bill 168, budget management, contract administration, municipal joint use agreements, collective agreements, industry trends and change management practices.
  • Excellent technical, presentation and communication skills, both written and verbal.
  • Excellent budget management, organizational and analytical skills and attention to detail.
  • Strong computer skills, including knowledge of Human Resources Information System (HRIS), Financial System, Work Order System (eBase), Project Management System (i.e., eBase; School Planning and Renovation Console (SPARC)), Excel, and Word.
  • A valid driver’s licence and access to a reliable vehicle.

Salary range: $111,653 - $139,567 per annum
