Permanent and temporary, full-time positions – Toronto, ON

Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

As a Senior Project Manager in one or more of the following sections, you’ll provide advanced project and stakeholder management, and technical expertise in support of Engineering and Construction Services core businesses. This will include information technology expertise and consultation services for the capital works program and project planning of large-scale, complex and multi-disciplinary capital works projects involving roads, TTC track allowance, sewers and watermains, water and wastewater treatment, storage and pumping station facilities, solid waste processing facilities, as well as projects related to wet weather flow infrastructure.

  • Design and Construction – Roadways

Staff in the Linear Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of linear capital works projects, including roads, sewers, green linear infrastructure, watermains, streetscaping, cycling infrastructure, and TTC track replacement.

  • Design and Construction – Linear Underground Infrastructure

Staff in the Linear Underground Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of linear capital works projects. These include roads, local and trunk sewers, local and transmission watermains, stream bank erosion control/protection, green linear infrastructure, trunk sewers and transmission mains rehabilitation, basement flooding protection solutions, and environmental assessments.

  • Design and Construction – Major Infrastructure

Staff in the Major Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of multidisciplinary projects involving water and wastewater treatment, pumping station and storage facilities; solid waste management facilities; waste landfill sites; major environmental assessments; wet weather flow management and storage facilities; and major tunneling projects.

  • Bridges, Structures and Expressways

Staff on the Bridges, Structures and Expressways team provides data collection, asset management, project management, contract administration, technical review, and engineering expertise in the rehabilitation, design and construction of bridges, culverts and associated structures, as well as project management through the design and construction phases of the Gardiner Rehabilitation program.

  • Business Improvement & Standards

Staff on the Business Improvement & Standards team provide vital support to the entire Division so that projects are delivered efficiently and safely, and meet the City’s standards and specifications, along with supporting the planning, implementation and sustainment of a coordinated five-year municipal infrastructure capital program. To do this, staff identify best practices and emerging trends that the City of Toronto can adopt – such as new guidelines, standards, specifications, practices and procedures for the planning, design and implementation of key city-building initiatives related to municipal infrastructure.

  • Infrastructure Coordination Unit

Staff in the Infrastructure Coordination Unit (ICU) lead and facilitate a variety of projects to enhance the delivery of the City's capital works program through planning, coordination, delivery and monitoring initiatives. This includes annual detailed reviews of City divisions' long-term construction programs, together with the programs of various Agencies, Boards and Commissions (ABCs), private sector utilities, developments, and other government agencies, including Metrolinx. The ICU team works with all impacted stakeholders to identify and resolve planning and coordination issues.

Project management accountabilities

As is typically expected of a Senior Project Manager, you’ll manage multiple assigned projects – from inception to completion – from assessing funding formulas, sources of funding, funding forecasting, schedule, and scope requirements/changes, to developing terms of reference, fully defining project deliverables and managing changes in conditions. In addition to overseeing and reviewing the work of both technical and non-technical staff, professional engineers, and engineering consultants, you’ll engage consultants and contractors by preparing Requests for Proposals and bid packages.

In providing leadership for large, complex projects, your focus will be on ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, while managing multiple stakeholder expectations and controlling project expenditures within budget. You’ll also oversee and evaluate the work performance of external service providers with respect to quality, timelines, cost and completion of required tasks, and make sound recommendations to ensure that expected results are achieved.

Technical expertise and innovation

Committed to keeping current in your profession, you’ll conduct research into your assigned area, taking into account best practices, developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. You’ll not only provide specialized design services, technical advice and expertise to support units, but also look for ways to continually improve quality, efficiency and service delivery, from modifying established guidelines, standards and processes, to devising new approaches, applying existing criteria in innovative ways and drawing conclusions from comparative situations.

Communication and stakeholder management

A strong communicator at all organizational levels, adept at conveying technical information in a user-friendly manner, and comfortable operating in a complex, multi-stakeholder environment like ours, you’ll establish and maintain linkages to other City units to coordinate input and ensure effective partnerships, and represent the Division and its business needs on assigned cross-divisional projects. You’ll also represent the Division/Cluster/City at meetings with the public, stakeholders and Councillors, and act as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers, and at Ontario Municipal Board hearings, court proceedings, grievances and arbitrations, and other tribunals.

KEY QUALIFICATIONS

Among the other strengths you bring to the role of Senior Project Manager will be the following key qualifications:

  1. Extensive experience applying the principles of engineering infrastructure for municipal public works.
  2. Extensive project management experience from inception to implementation, including planning, design and construction of municipal public works infrastructure.
  3. Considerable experience in developing reports, RFPs/proposals and presentations.
  4. Considerable experience in client management and communicating with a diverse group of stakeholders.

As a result, you have extensive knowledge of legislation such as the Occupational Health and Safety Act and its regulations for construction projects, the ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner, and a highly developed ability to plan, organize and coordinate large, complex projects. Through such a background, you’ve also developed and honed your ability to conduct studies, surveys and research, develop effective solutions to engineering issues, initiate and lead technical studies and projects, and plan and prepare reports and recommendations.

A valid Province of Ontario Class "G" Driver's Licence is required, along with an ability to drive to different sites, as needed, and proficiency using general computer software (e.g. MS Windows, Excel and Word). Salary Range: $103,303.20 - $121,375.80 per year
