Permanent and temporary, full-time positions – Toronto, ON

Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

As a Project Manager in one or more of the following sections, you’ll provide project management and technical expertise to deliver and support Engineering & Construction Services core businesses, including Capital Works Program delivery, review and oversight of 3rd party municipal infrastructure design and construction applications, and operational support. Committed to keeping current in your field, you’ll conduct research into your assigned area, taking into account best practices, developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Design and Construction – Roadways

Staff in the Linear Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of linear capital works projects, including roads, sewers, green linear infrastructure, watermains, streetscaping, cycling infrastructure, and TTC track replacement.

  • Design and Construction – Linear Underground Infrastructure

Staff in the Linear Underground Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of linear capital works projects. These include roads, local and trunk sewers, local and transmission watermains, stream bank erosion control/protection, green linear infrastructure, trunk sewers and transmission mains rehabilitation, basement flooding protection solutions, and environmental assessments.

  • Design and Construction – Major Infrastructure

Staff in the Major Infrastructure Section provides project management, contract administration, technical and engineering expertise in the planning, design and construction of multidisciplinary projects involving water and wastewater treatment, pumping station and storage facilities; solid waste management facilities; waste landfill sites; major environmental assessments; wet weather flow management and storage facilities; and major tunneling projects.

  • Bridges, Structures and Expressways

Staff on the Bridges, Structures and Expressways team provides data collection, asset management, project management, contract administration, technical review, and engineering expertise in the rehabilitation, design and construction of bridges, culverts and associated structures, as well as project management through the design and construction phases of the Gardiner Rehabilitation program.

  • Business Improvement & Standards

Staff on the Business Improvement & Standards team provide vital support to the entire Division so that projects are delivered efficiently and safely, and meet the City’s standards and specifications, along with supporting the planning, implementation and sustainment of a coordinated five-year municipal infrastructure capital program. To do this, staff identify best practices and emerging trends that the City of Toronto can adopt – such as new guidelines, standards, specifications, practices and procedures for the planning, design and implementation of key city-building initiatives related to municipal infrastructure.

  • Infrastructure Coordination Unit

Staff in the Infrastructure Coordination Unit (ICU) lead and facilitate a variety of projects to enhance the delivery of the City's capital works program through planning, coordination, delivery and monitoring initiatives. This includes annual detailed reviews of City divisions' long-term construction programs, together with the programs of various Agencies, Boards and Commissions (ABCs), private sector utilities, developments, and other government agencies, including Metrolinx. The ICU team works with all impacted stakeholders to identify and resolve planning and coordination issues.

Project management accountabilities

Recognized for your ability to plan, organize and coordinate projects and meet required timelines, you’ll carry out a variety of assignments within a broad field of municipal infrastructure design and construction. Managing assigned projects from inception to completion, you’ll assess funding, schedule and scope requirements, develop Terms of Reference, fully define project deliverables, and manage change conditions, administer the assigned budget, and control expenditures, while ensuring effective teamwork and communication, high standards of work quality, organizational performance and documentation, and promoting continuous learning. As a Project Manager, you’ll also be expected to assist in the preparation of capital budgets, oversee and evaluate the work performance of external service providers regarding quality, timeline, cost and completion of required tasks, and make sound recommendations, finalize contract payments and implement quality control/quality assurance.

Technical expertise and innovation

As a valued source of technical advice and expertise, you’ll act as a case manager in the review of development applications under the Planning Act, and as a technical specialist in meetings with the public, stakeholders and Councillors, in project and organizational meetings with planners, administrators, contractors and other external service providers, and at hearings, court proceedings, grievances and arbitrations, and other tribunals. We’ll also rely on you to perform site inspections and condition assessments for construction projects, help develop effective solutions to complex problems while controlling measures for service quality, efficiency and effectiveness, as well as review and analyze new technologies and best practices for utilization in existing or future service requirements.

Communication and stakeholder management

An excellent communicator, adept at working collaboratively with contractors, colleagues, consultants, developers, elected officials, the public, and other internal and external clients and stakeholders, you’re poised for success in our multi-stakeholder environment. Thus equipped, you’ll liaise confidently with these stakeholders as well as the media, other divisions and government agencies about projects, programs and developments, and establish and maintain linkages to other units in the City to co-ordinate input and ensure effective partnerships.

KEY QUALIFICATIONS

Among the other strengths you bring to the role of Project Manager will be the following key qualifications:

  1. Experience applying the principles of Engineering related to municipal public works.
  2. Project management experience from inception to implementation, including planning, design and construction of municipal public works infrastructure.
  3. Experience in client management and communicating with a diverse group of stakeholders.
  4. Experience in developing reports, RFPs/proposals and presentations.

Given this background, you bring knowledge of engineering principles and project management as it relates to public works, an understanding of modern principles and practices of management and management controls, plus knowledge of, and the ability to apply, relevant legislation, standards, Acts, By-laws, and Regulations, including the Occupational Health and Safety Act. Through such work, you’ve also honed your interpersonal and team skills, with the ability to communicate – verbally and in writing – at all organizational levels, and effectively convey technical information in a user-friendly manner.

A valid Province of Ontario Class "G" Driver's Licence is required, as is proficiency using Microsoft Windows XP, Excel and Word. Salary Range: $95,604.60- $112,312.20 per year
