Purpose:

The Manager of Water & Wastewater Planning will be responsible for the strategic leadership, development, management, and administration of planning and infrastructure management for Water and Wastewater assets within the Public Works department, overseeing a group made up of professional staff, technical specialists, and project managers.

The successful candidate must possess strong leadership qualities.  Core competencies are as follows:

Leadership skills

  • Manage a variety of disciplines including short and long-term planning, technical specialists, and project managers who are responsible for ensuring the implementation of significant capital projects. 

Strategic Planning

  • Ensure that ongoing infrastructure management strategies are developed and in place to protect the Region’s multi-billion dollar water and wastewater capital assets.

Project Management

  • Manage several distinct program areas (Infrastructure Planning, Water Resources Planning and Hydraulic Analysis) and develop solutions to complex and unique issues.

Facilitation, Negotiation and Dispute Resolution

  • Management skills requiring effective dispute resolution and negotiation skills to resolve project-related issues when planning/design/construction requirements conflict with operational requirements and available funding.

Oral and Written Communication:

  • Proven ability to develop and deliver clear, concise and understandable correspondence, reports and presentations to senior management, staff, regulators and industry organizations on a regular basis. 

 

Preferred Background:

The successful candidate will have a University degree in Civil Engineering or a related discipline with a minimum of five (5) to ten (10) years of progressive management experience in a Water and/or Wastewater related field. Professional Engineers designation (P.Eng) is required to review and stamp regulatory forms and drawings. The incumbent will have project management experience in order to manage various capital and operational projects.

The successful candidate will require technical knowledge in the areas of Waste Wastewater Collection, Water Distribution, Water and Wastewater Treatment, Water Efficiency, Hydrogeology, Source Protection, and regulatory/legislative compliance. Knowledge of relevant legislation and regulations including those imposed by the Ministry of Environment (MOE) and the Occupational Health and Safety Act is required. The incumbent will have knowledge of the Environmental Assessment process to ensure master plans and Class Environmental Assessments are completed in accordance with legislative requirements. In addition, the successful candidate must have knowledge of financial requirements, budgeting, cost control, and prioritisation of competing priorities in order to effectively address needs vs. funds. Prior municipal management experience is a definite asset.

 

Working Conditions:

Fully vaccinated is defined as having received the completed series of an accepted COVID-19 vaccine, as recommended by the Office of the Chief Medical Officer of Health and having received the final dose at least 14 days before your employment start date.

The requirement to be fully vaccinated is subject to the Ontario Human Rights Code. If the candidate is unable to vaccinate for a reason protected by the Code, a request for accommodation can be requested and written proof satisfactory to the Region will be required.

 

Duties:

  • Direct and manage functional service groups in the areas of Infrastructure Planning, Water Resources Planning and Hydraulic Analysis related to water & wastewater services. 
  • Develop the Water & Wastewater master plan to maintain existing infrastructure in good repair and recommend the addition of new infrastructure where necessary to support regional growth
  • Provide water and wastewater technical expertise towards the development of various plans including the Official Plan, Corporate Plans, Development Charges (DC) Background Study and the DC By-law, as well as secondary plans to ensure that water and wastewater infrastructure can support expected growth numbers within Halton Region.
  • Lead the oversight of development of Source Protection Plans for protection of lake-based and groundwater based municipal drinking water supplies on behalf of Halton Region.
  • Provide input into development applications and local improvements including the hydraulic assessment of water and wastewater services, hydrogeological assessment and the impact of engineered infrastructure expertise.
  • Provide hydrogeological expertise in the development of municipal groundwater supply sources for Halton Region and lead the development and maintenance of required water permits.
  • Develop and maintain the Region’s hydraulic models for water and wastewater infrastructure for use in infrastructure planning and development review.
  • Monitor and provide updates on related water and wastewater legislation and regulations in order to advise stakeholders on changes that can impact service delivery or system requirements.
  • Effectively manage customer relationships with the various stakeholders including external agencies, the public and neighbouring municipalities through the provision of project information, data management reports, and compliance reports.
  • Coordinate activities with other divisions within the Public Works department, specifically with Transportation and Mobility Planning, Asset Management, Engineering Design and Construction.
  • Develop and maintain the infrastructure staging plan for water and wastewater services.
  • Provide support to the water and wastewater areas through the development of policies and procedures that align with departmental objectives, changes to by-laws, and comply with related legislative and regulatory controls.
  • Responsible for the management of the area’s human resources through the use of effective recruitment, performance management, staff development, and succession planning principles.  This includes providing guidance and direction by way of performance objectives and developmental opportunities.
