As the Director Capital Priorities and Investment, you will be a part of the Senior Management Team in the Infrastructure Services Department, providing oversight, accountability and cross-corporate collaboration to develop and implement the City of Calgary’s Infrastructure strategy. You will lead the team in this new Business Unit focused on developing and managing Calgary’s corporate capital infrastructure investment strategy (both internal capital, and public facing capital) advancing projects through conceptual and functional design, and stewarding the corporate asset management policy, standards and processes. You will be a champion for investment in Calgary encouraging private investment and development, and promoting public sector investments which support Calgary’s future for investors, businesses, residents and visitors. Primary duties include:

  • Lead the transformation of Calgary’s capital infrastructure investment portfolio and asset management system, developing a plan to prioritize and balance capital infrastructure investments across major lifecycle maintenance, replacement and new growth areas.

  • Build external relationships and partnerships. Develop and sustain ongoing community and stakeholder relations with stakeholders, Civic Partners, Business Improvement Areas, Community Associations and other organizations.

  • Actively represent and promote the City with other orders of government to leverage and amplify City investments and strategies.

  • Lead a team preparing conceptual and functional project plans to deliver on Council priorities and other corporate objectives while leveraging private investments where possible to further fulfill the mandate.

  • Stewart Calgary’s Asset Management Policy, Standards and Process for the portfolio of over $80 billion in Capital Assets.

  • Develop strong working relationships with Council, the City Manager's Office, industry. community leaders and Corporate leaders to ensure procurement strategy alignment

  • Create and maintain strong collaborative working relationships within the City Organization, and constantly seek input from the organization to improve our infrastructure prioritization process.

  • Develop appropriate organizational structures to support the mandate and lead all recruitment efforts to appropriately staff the team with experienced team members.

Qualifications

  • A Masters in Business Administration (MBA) or a degree in a complimentary field (for example; Business, Engineering, Planning, or related) with at least 10 years of progressively responsible management experience in a complex organization.

  • Equivalent combinations of experience and education will be considered.

  • Experience creating and executing action plans based upon business analytics, pro forma statements, and aligned with corporate objectives.

  • Aligning with City corporate values, you will have demonstrated strategic thinking abilities, change management skills, exceptional communication skills, a focus on customer service, and the ability to create collaborative working environments which empower others to make sound decisions.

  • You will have leadership skill that will inspire your team and networks to be innovative, work at the pace of business, and be nimble and flexible in approach.

Compensation: Director Band 2 $131,500 - 200,000 per annum

Days of Work: This position works a 5 day

work week earning 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
