Deputy Director of Community Planning and Development

 

Reporting to the Director of Community Planning and Development, the Deputy Director of Community Planning and Development is accountable for developing, implementing, and directing long range planning initiatives and evaluating and processing development applications within the City of Delta. The Deputy Director is a key member of the Community and Planning and Development team and provides leadership and direction for the management and operation of the Department, including the applications centre, planning and development, and buildings divisions. Key roles of the Department include developing plans, policies and bylaws; processing applications for changes in land use, subdivisions and land development; processing building permits and undertaking building inspections, implementing process improvements throughout the Department; and providing advice to Council on a variety of topics.

The Deputy Director works with division managers to oversee the day-to-day operations and advance the overall strategic direction for the Department. The successful candidate will provide technical advice as well as overall leadership to approximately 50 in-direct exempt and unionized staff and will liaise with other departments within the organization. Communicating with the public, land developers and other government agencies is a key component of this senior level position. The Deputy Director is expected to provide considerable support to the Director in all functions of the Department and to perform acting duties when the Director is absent.

The ideal candidate will have a University Degree in Planning, Engineering or a related discipline, with considerable (15+ years) experience in senior planning or development engineering roles including management experience preferably in a municipal setting, or an equivalent combination of education, training and experience.

With excellent communication skills and considerable leadership experience you will work with elected officials, clearly present written and verbal information, manage complex problems to resolution, and develop effective working relationships with City Council, employees, other departments, agencies, the private sector, and the public. You have strong proven negotiation, mediation, and facilitation skills as well as a demonstrated commitment to change and process management.

A valid Class 5 BC driver’s license is required.
