Director Construction

Job Summary

Reporting to the Executive Vice President Engineering & Operations, this position will be responsible for overseeing and managing construction and quality for the Gordie Howe International Bridge. The Director Construction will liaise with Owner’s Engineer, Project Co., Michigan Department of Transportation (MDOT) and Federal Highway Administration (FHWA) to coordinate field engineering work. This position will also provide leadership and direction to professional and technical specialists within the construction management and quality team.

Overview of Responsibilities

  • Manage all aspects of construction oversight and contract administration including bridges, roads and buildings
  • Oversee and manage job site safety programs developed and implemented by Project Co., General Engineering Consultant (GEC), Michigan Department of Transportation (MDOT) and WDBA
  • Oversee and manage, project construction schedules 
  • Contract management
  • As team lead, attend project construction/design meetings ensuring all requirements are fully implemented and issues are resolved
  • Work collaboratively with Project Independent Certifier to review information concerning project certifications
  • Review QA & QC Inspection reports to ensure requirements have been met and ensuring action on non-conformances
  • Work with all WDBA project directors to deal with Non-Conformance Requirements (NCRs)
  • Work with Owner’s Engineer and Project Co. on NCRs for non-conforming work or processes to ensure resolution in a timely manner to WDBA’s satisfaction
  • Work with Construction team to coordinate the Internal Quality Audits and External Quality Audits of key quality management processes
  • First point of contact for Project Co. contractual and technical submissions
  • Review Project Co. Design and Construction Quality Management Plan and Project Master Inspection & Test Plan
  • Ensuring that relevant records are maintained and retained in accordance with the project requirements
  • Provide contract management, oversight and input to Project Co.’s payment certificates
  • Oversee inspection and acceptance of the roads, bridges and building works as well as the commissioning activities
  • Oversee onsite and offsite construction to monitor compliance with Project Technical Requirements
  • Liaison with WDBA and stakeholders regarding construction matters

 

Competencies and Qualifications

  • B.Sc. in Civil/Structural Engineering
  • Registered as a Professional Engineer (P. Eng) in Ontario or P.E. in Michigan
  • Successful completion of an ISO 9001 Lead Auditor Course is an asset
  • A minimum of fifteen 15 years’ construction oversight and contract administration experience in construction of major infrastructure projects
  • Demonstrated experience in contract administration and payment certification
  • Demonstrated experience managing and coordinating Quality Management activities on major bridge and building projects
  • Demonstrated experience on planning, documenting and scheduling of major infrastructure projects; P3 and design build experience will be considered an asset
  • Advanced knowledge of construction management processes, means and methods
  • Demonstrated experience in claims management and both mitigation of and responding to claims. Understanding of legal and financial aspects related to claims.
  • Expert knowledge of building products, construction details and relevant rules, regulations and quality standards
  • Sound professional judgement, initiative and the ability to work well under pressure and manage multiple priorities to meet deadlines
  • Excellent organizational, analytical and problem solving abilities, with exceptional attention to detail
  • Highly developed interpersonal and negotiation skills
  • Strong verbal and written communication skills
  • Ability to deal with complex, multi-disciplinary issues involving Third Party agencies, governments, and other stakeholders
  • Ability to work in a fast-paced environment
  • Strong ability to build and maintain positive relationships
  • Demonstrated ability to effectively direct, motivate and mentor staff
  • Experience working with Microsoft Office applications
  • Familiarity with construction management software packages
  • Willingness and ability to travel throughout Ontario and Michigan
  • Ability to obtain a Government of Canada Personnel Screening/ Security Clearance

 

Compensation

  • Salary $125,789 - $153,743 plus benefits and pension package
  • Relocation assistance may be provided, if required
