Construction Manager

Job Summary

This position will assist the Director Construction in overseeing and managing the construction of all phases of the Gordie Howe International Bridge project. The Construction Manager will be responsible for overseeing the construction activities working closely with the Owner’s Engineer, contractors (i.e. Michigan Department of Transportation (MDOT), Federal Highway Administration (FHWA)) with the objective being successful completion of the project on time and within budget, while maintaining quality, safety and financial management standards.

 

Overview of Responsibilities

  • Assist in managing and reviewing the construction deliverables, related to the overall project.
  • Work with Owner’s Engineer, stakeholders, MDOT and Project Co. to ensure conformance with the project technical requirements
  • Assist in managing WDBA’s construction oversight team members
  • Coordinate and manage the change management process for claims and change orders
  • Work collaboratively with Owner’s Engineer, WDBA Directors and the contractor to address all Non Conformance Requirements in a timely manner
  • Work with WDBA Scheduler to manage and analyze project schedules ensuring project timelines are met and are properly managed
  • Manage and oversee the day to day field activities of contractors to ensure conformance with design, specifications, standards and codes associated with construction
  • Attend as needed project design and construction meetings as WDBA representative to ensure that the project Technical Requirements are fully implemented
  • Assist with contract management including monitoring and reporting on contracts and expenditures, budget control and evaluation of payment in relation to progress of the work
  • Assist in reviewing Independent Certifier submissions
  • Assist in reviewing contractor’s Design and Construction Quality Management Plan as well as Project Quality Assurance/Control (QA/QC) inspection reports to ensure requirements have been met
  • Oversee inspection and acceptance of the roads, bridges and building works as well as the commissioning activities
  • Coordinate and manage WDBA and MDOT verification tests to meet the approved Inspection and Test Plan
  • Manage and review contractor`s construction submissions
  • Work with the Project Risk Manager to identify mitigation strategies for project related risks

 

Competencies and Qualifications

  • Bachelor’s degree in Civil Engineering
  • Professional Engineer (P. Eng) in Ontario or P.E. in Michigan
  • PMP designation an asset
  • Minimum 10 years construction oversight and contract administration , including a minimum 5 years in major infrastructure projects
  • Federal government experience an asset
  • P3 experience an asset
  • Knowledge of construction processes, relevant rules and regulations and quality standards
  • Knowledge of international standards and codes
  • Some familiarity with United States highway construction policy and procedures considered an asset
  • Ability to review designs
  • Understanding of Critical Path Method
  • Intermediate to advanced Microsoft Excel, Word, PowerPoint  and Outlook
  • Primavera considered an asset
  • Strong project management skills
  • Demonstrated ability to effectively and professionally communicate orally and in writing
  • Sound professional judgement, initiative and the ability to work well under pressure and manage multiple priorities to meet deadlines
  • Strong ability to build and maintain positive relationships
  • Ability to problem solve and make decisions, and do so with a strong attention to detail
  • Strong analytical, critical thinking and reasoning skills
  • Willingness and ability to travel
  • Ability to obtain a Government of Canada Personnel Screening/ Security Clearance

 

Compensation

Salary $87,867 - $107,393 plus benefits and pension package
