The project is in the construction phase of its Design-Build-Finance-Maintain (DBFM) Alternative Finance and Procurement (AFP) delivery method, and, as Director, you’ll have the opportunity to deliver the project from initial conception and procurement, through commissioning and transfer to Operations, within scope, on budget and on schedule. It goes without saying that you will ensure adherence to good project management and construction practices, as well as compliance with Metrolinx design standards and applicable municipal, provincial and federal legislation and codes.

 

Both strategic and tactical in nature, this senior mandate involves preparing and monitoring strategic goals and objectives, including engineering, reference design review, technical performance specifications, document control, budget and work breakdown structures, project schedules, resource prioritization, and staffing requirements. As Director, you will also plan, direct and monitor all aspects of the LRT line, including project financial accountability, contract and schedule management, contractor adherence to reference designs and performance specifications, and support for program communications and intergovernmental relations during all stages of the project. Relationship building and management will be key in seeing this project through to completion in this highly visible, accountable and multi-stakeholder environment.

 

With a track record of success in delivering projects on time and on budget, you bring at least 15 years of progressive experience in capital project management and implementation, including no fewer than 5 years managing large, complex, multi-year transportation projects, preferably for Light Rail Transit (LRT). Your credentials will include a degree in Engineering or a related discipline, or an equivalent combination of education, training and experience, ideally complemented by registration as a Professional Engineer (P.Eng.) in the Province of Ontario, and Project Management Professional (PMP) certification. Knowledge of Alternative Finance Procurement (AFP) methods is essential.

 

As a leader known for your coordination, negotiation and consensus-building skills, you are prepared to provide senior leadership and oversight to staff and project teams within budget and schedule restraints, monitor project performance against business objectives, and manage a diverse group of project specialists and consultants to achieve objectives. Your analytical, problem-solving, interpersonal, presentation and communication abilities, oral and written, will prove invaluable as you manage complex project issues and risks, and facilitate their effective resolution, while liaising with internal and external stakeholders, from funding partners to contractors, and managing their expectations.
