            This is a permanent full-time position working 35 hours per week.

 

Purpose:

Reporting to the Manager of Infrastructure Planning, the Supervisor of Transportation Planning is responsible for leading and managing a multidisciplinary infrastructure planning team to develop Region-wide transportation infrastructure strategies and long term development capital implementation plans.  Key areas of accountability include the completion of transportation review of development applications, master plans, Municipal Class Environmental Assessment Studies, development charges, background technical studies, and infrastructure staging plans which are integral to the Region’s Development Charge Bylaw and Allocation Programs.

 

Preferred Background:
The successful candidate must possess post-secondary education in Civil Engineering along with Ontario certification as a Professional Engineer (P.Eng.) or a Certified Engineering Technologist (C.E.T.).  A minimum of ten (10) years of progressive experience in a multi-modal transportation planning environment, supervisory experience along with proven knowledge of the principles and practices of the Municipal Class Environmental Assessment (Class EA) process. Strong project management, strategic planning, organization, analytical, and problem solving skills are required. Excellent oral/written communication and negotiation skills are required to interface with various stakeholders including councilors, regional staff, consultants, contractors, and the general public. The candidate must demonstrate professionalism, awareness, political acuity and responsive communications. Knowledge of computer software including IPFS, MS-Access, ArcInfo, ArcView, SAP and MS-Office is an asset. Project Management Certification (PMP) and familiarity with transportation modeling are assets.  An equivalent combination of education and experience will be considered. 

 

Duties:

  • Conduct safe, effective, efficient and environmentally responsible project management of transportation infrastructure through the Municipal Class Environmental Assessment (Class EA) process and conceptual engineering design (i.e. Master Planning, Project-specific Municipal Class EA Studies).
  • Oversee transportation program input into the Development Charges Bylaw process, which reflects the most beneficial strategy for the community and accurately reflects the cost to construct that infrastructure.
  • Support integrated planning processes by providing direction and technical transportation related feedback to Community Planning regarding development applications (e.g. Plans of Subdivision and Site Plan), Secondary / Tertiary Plans, Functional Servicing Reports, and Local Municipal Plans in order to support Region-wide development growth needs.
  • Develop and cultivate strong communicative relationships with staff of appropriate provincial ministries, adjacent municipalities and the local municipalities of Halton Region.
  • Prepare staff reports and recommendations to Regional Council on all matters dealing with regional transportation planning.
  • Represent the Region on technical studies and committees and before municipal tribunals related to the regional transportation infrastructure and long term servicing plans.
  • Supervise the Transportation Planning team, prepare strategic annual business plans and provide staff leadership, technical guidance and oversight through regular work monitoring and performance management of staff.
